Sir, i Got u r blog thru google search ,my friend he is not educated did only 8th standard, before 3 years he went to malaysia, agent cheated his visa so he overstayed for morethan 2 years, finally he came by Emergency certificate to arrive india legally, ec issued by india embassy in Kula lumpur , but they demaged old passport cut 4 corners of passport and issued EC, Now How to get new passport in india,

you can apply for new passport with the ec paper issued in malaysia.. no need to worry
They will issue fresh passport or duplicate passport
